
A badly setted heatsink will give you that kind of temperature. If its not the fan i would look at the heatsink. If this is the case i suggest you clean that fan ASAP P If it was the dust you might be able unjam the fan and it will start spinning. To see if it's the dust just take your finger and try to turn it manually. If it's not please make sure it is plugged and if it is it might be a case of a dead fan or sometime there is so much dust in it that the fan will stop. Take a quick look to see if your CPU FAN is running. If you have a desktop it means that your heatsink over your CPU is not correctly installed or your Fan is not running. This is not even normal temperature under full load while gaming. That is extremelly HOT and not normal idling temperature for any CPU.
